Sacramento First Task Force Will Present Final Recommendations at Special City Council Session

Presentation Will Offer the City Council the Best Options for a New Entertainment and Sports Complex

SACRAMENTO – The Sacramento Task Force will issue the findings from its three month review process of proposals for a new entertainment and sports complex at a Special City Council session next week. The session is scheduled for:

The Task Force will simultaneously release its final report to Mayor Kevin Johnson, the City Council, the developers who submitted proposals and the public. The release of the report will mark the conclusion of the Task Force review process, and the recommendations will now be considered by Mayor Johnson and the City Council.

The recommendations will be guided by the “Rules of the Game” laid out by Mayor Johnson at the beginning of the Task Force process, ensuring that Sacramento taxpayers are protected, that the city will negotiate from a position of strength, and that a new complex will create jobs and long-term economic development.

SACRAMENTO FIRST TASK FORCE WILL HEAR PRESENTATIONS FROM DEVELOPERS THIS WEEK

Thorough Discussion of Proposals Scheduled for Wednesday and Thursday Hearings

SACRAMENTO – The Sacramento Task Force will hear in-depth presentations on each of the proposals submitted for a new entertainment and sports complex in Sacramento at two hearings this week.  Both hearings are open to the public and are scheduled for:

Each presentation will last approximately 25 minutes followed by an opportunity for questions of the presenters.

The hearings are part of Phase II of the Task Force process, which consists of a rigorous review of the proposals submitted that will ultimately lead to formal recommendations from the Task Force to the Mayor and community in March. The recommendations could endorse one of the submitted proposals, a number of proposals, a hybrid proposal or a unique model crafted by the Task Force.

SACRAMENTO FIRST TASK FORCE TO PRESENT CORE PRINCIPLES REPORT THURSDAY

Report Will Ensure that the People of Sacramento Get a “Fair Shake” In Negotiations for a New Complex

SACRAMENTO – The Sacramento First Task Force will present its Core Principles Report on Thursday that identifies the key issues raised by the public throughout the hearing process thus far. The presentation is scheduled for:

Following the brief presentation by the Task Force there will be an opportunity for the public and the media to ask questions.

The Core Principles Report will provide guidance to the Task Force and ultimately the City of Sacramento in approaching the review of proposals and negotiations with developers. The report is intended to make sure that Sacramento negotiates from a position of strength for a new entertainment and sports complex, a priority expressed by Mayor Kevin Johnson in his Rules of the Game.  The principles identified in the report are focused on ensuring that the people of Sacramento get a fair shake in negotiations for a new complex, particularly if some form of public support is involved.

The Task Force will also be releasing specific scoring matrixes to be used by specific subcommittees in the review of the proposals in order to provide an empirical basis for comparing and contrasting the various approaches.

SACRAMENTO FIRST TASK FORCE HEARING WILL FOCUS ON PUBLIC-PRIVATE PARTNERSHIPS

Task Force Seeks Innovative and Equitable Financing Mechanism

SACRAMENTO – The Sacramento First Task Force will host a hearing on Thursday reviewing public-private partnerships and how one may be crafted to finance a new entertainment and sports complex. The hearing is scheduled for:

The hearing will feature presentations on the following key aspects of public-private partnerships:

· Public-private sports financing

· Key transportation issues that need to be addressed on the site selection and development

· Model community benefits agreements and the implications for a new complex in Sacramento

Also, the hearing will include a panel discussion with federal, state and local government representatives on public-private partnerships.

SACRAMENTO FIRST TASK FORCE WILL RELEASE PROPOSALS AT OPEN HOUSE FORUM

Event Will Provide the Public with an Opportunity to Interact Directly with Developers

SACRAMENTO – The Sacramento First Task Force will host an open house forum next Thursday to release the seven proposals received for a new entertainment and sports complex. The hearing is scheduled for:

At the Open House, each of the developers that submitted a proposal to the Task Force will have a booth showcasing their proposal for the public.  In addition, each developer will give a short presentation providing an overview of their proposal.  The Open House format will allow the public to see each of the proposals and to interact directly with the developers.

The Task Force will evaluate the proposals in the coming weeks as it prepares to make recommendations to Mayor Kevin Johnson in March.

SACRAMENTO FIRST TASK FORCE SET FOR HEARING ON JOBS AND ECONOMIC DEVELOPMENT

Agenda Features Release of Threshold Economic Study that Analyzes the Impact of an Entertainment and Sports Facility in the Context of the Current Economic Climate and A Presentation on Job Creation

SACRAMENTO – The Sacramento First Task Force will hold a hearing next week focused on job creation and economic development. During the Task Force’s town hall meeting earlier this month, a number of citizens expressed that in light of the challenging economic times and need for immediate job creation that a new entertainment and sports facility should generate immediate economic stimulus and help set the course for long-term economic growth in Sacramento rather than just focus on keeping a professional basketball team in the city.

The hearing is scheduled for:

The meeting will feature the release of a Threshold Economic Study conducted by Cathy Dominico of Capitol Public Finance.  The study addresses three threshold questions that have been posed:

(1) Whether, given the current jobs crisis, a facility will create immediate jobs;

(2) Whether, given the current need to stimulate the city’s economy, a facility will generate immediate economic stimulus; and

(3) Whether a facility will foster long-term economic growth for the city. The study specifically looks at other cities with a profile similar to Sacramento to address the question of long-term economic growth.

In addition, Matt Kelly of the Sacramento-Sierra Building & Construction Trades Council will lead a panel discussion focused on the potential impact of a new facility for various trade unions, as well as construction vendors in the Sacramento region.

SACRAMENTO FIRST TASK FORCE CONVENES EXPERT PANELISTS FOR NEXT HEARING

Hearing Will Focus on Model Complexes in Other Cities

SACRAMENTO – The Sacramento First Task Force announced today the expert panelists that will present to the Task Force at its second public hearing next week.  The hearing will focus on other cities that have developed arts, entertainment and sports complexes and become destination centers that can serve as a model for Sacramento.

The panel will feature:
·         Nationally renowned architect Dan Meis, who will give a presentation about successful arenas around the      country.
·         Tim Youmans of the ULI (Urban Land Institute) Sacramento District Council, who will present research  the      Institute has done in regards to civic amenities in the Sacramento Region.
·         Michael Roth, Vice President at AEG, who will discuss the development of Staples Center in Los Angeles.
·         Staci Slaughter, Vice President, San Francisco Giants, who will discuss the development of AT&T Park in San Francisco.

Mayor Johnson’s Citizens Task Force Announces Town Hall Meeting on New Entertainment and Sports Complex

Sacramento Residents Will Have Opportunity to Voice Questions and Concerns

SACRAMENTO – The Sacramento First Citizens Task Force, assembled by Mayor Kevin Johnson to evaluate proposals for a new entertainment and sports complex in Sacramento, announced today that it will hold its first public town hall meeting:

The event, which Mayor Johnson will be attending, will allow community groups to give short presentations and allow time for public comments on the many important issues relating to a new complex.

Sacramento First is leading an open process designed to engage the community in a conversation on how a new complex can lead to job creation, economic development and ultimately be in the best interest of the Sacramento region.

The goal of the kick-off town hall meeting is to have the public identify the issues that it wants the Task Force to analyze and understand as it works to develop a proposal for a world class arts, entertainment and sports complex.

In addition, Sacramento First will be announcing the opening of a public library dedicated to historical information on Arco Arena and the building of a new entertainment and sports complex.
